Ok, so I’m one of those weirdoes that takes her dog EVERYWHERE. Restaurants will not allow your baby to come in with you, so she’ll have to stay home, the same goes for the grocery store. I take my little boy in his stroller into the mall without a problem and just ask shop owners if they mind. If they do, I don’t shop there. However just on his leash, he is not welcome in most shops, the stroller makes it easier. (When in doubt call ahead and ask.) Plus the stroller is nice for carrying bags, his water, etc. I always take his little travel bowl and a bottle of water (I refill both of our water bottles, not toss the plastic bottle). I put a little water in the bottom of both of our waters and freeze it over night, then top it off with cold water before we leave the house. Then we both have cold water all day.
You do not want to leave your friend unattended. She could get stolen or hurt.
Oh don’t forget to bring bags with you to pick up after her when she needs to potty. In the city I also carry some plain water to wash off when he pees on something. No need to make the city smellier than it already is. He also has his seat belt for car rides to keep both of us safe and sound. Also bring along her leash any way, she’ll want to get out of the stroller and walk around when she can.
Being a responsible dog owner takes a lot of time and money. You really should take some classes on how to care for a dog. It is a life time responsibility, and they need you for everything in their lives.
Even I draw the line at putting my little one in clothes. Deep winter he just stays home in the warm house. Only during his daily walks in the winter do I break down and have him wear a jacket, because he needs the exercise and without the jacket he is shivering. When it is too hot outside he also stays home.

It sounds like you're looking for an accessory, and not a feeling, caring, alive animal to which you need to be responsible. If clothes for your dog are more important than a water bottle, I can already see a problem. Dogs DO NOT need clothes. God equipped them to look quite attractive just the way they are. But they DO require: food, lots of exercise, attention, regular veterinary care, and a responsible owner. Please don't get a dog. Neither of you are ready for it.

Leave the dog at home and let it be a dog. Don't play dress-up with it. It's not a doll. If you want to take it for a walk in the city, fine take it for a walk but don't get pissed when you aren't allowed to take it into a store.

Typically the only kid of dogs that are allowed in most public places (stores, restaurants etc) are service dogs. There are requirements for that. If you are just wanting a dog as a status symbol - do yourself and the dog a favor - don't get one.

GAH! If you need water your dog needs water! If you are carrying a watter bottle for you you need one for your dog. Get a doggy canteen since it has a built in water dish. or better yet, DON'T GET A DOG
