Harlem is not a borough. It is located in the borough of Manhattan. Queens is a borough and there are lots of things to do there...and its not dangerous. Theres Flushing Meadow Park, Flushing (lots of great Chinese and Korean food), Hall of Science, Queens Zoo, LIC (museums).
Harlem isn't the safest but they have made great strides in improving the community. Even our former Pres. Clinton has his office there.
It reallly depends on what you want to do while you are here and how many days you have. If you are here for a short time than prob. Manhattan and Brooklyn is best if you have an extended stay then...you can add Queens.

First there are five boroughs... Bronx,Brooklyn,Staten Island,Queens,Manhattan.There is good and bad in every city in America all having whatever "you" might call nice or bad .No Harlem is not bad,great restaurants museums,parks etc. the same as hometown USA just a different layout .In Queens they speak more languages there than anywhere on the planet including english plenty to do and enjoy. Only those misinformed or people who bring their problems with them so if your that paranoid stay where you are .Its a muticultural city and everyone is trying to get here or live here ......so how bad is it All the boroughs have great and exciting things to do and experiance.Enjoy

There are parts of every borough that are bad. There are parts of Queens that are very nice, but the area I work in is not. Harlem isn't that great so I'd avoid it.

you can't avoid parts of the boros because they are bad. What's wrong with you?? Believe it or not Harlem has historical places to visit like Grant's tomb and the Apollo theater. Stop going by what other people say about a part of the boro they know nothing about.

I know one of the 2 biggest places to avoid at all times in NY is Town Square and Madison Square Garden the are always packed trust me I know I live in NY.

the main inexpensive and nicest community is Astoria, Queens. you will like it, and this is much greater inexpensive than manhattan (yet handy to manhattan by ability of subway). manhattan is truly rather secure, and you'd be waiting to tell from the get circulate if an area is risky or no longer, purely by ability of being there for like 5 minutes.

Brooklyn-Flatbush area is dangerous. I've been almost stabbed SO many times, & my former roommate has been raped & beat up plenty of times.
