Depends on the company.
I interned for a Structural Engineering firm and they required dress shirt and tie.
I interned for a Transportation Engineering firm and it was Polo and Slacks.
It seems the bigger companies have a stricter dress code than small companies.
I worked for a very small Land Development Engineering firm and I got to wear whatever I wanted unless we were meeting clients or going before the County DRB meetings. It was a very small company of 4-5 people.

It really depends on what you are looking to do in civil engineering. I have had three different jobs with very different dress codes.
1) Highway engineer - I had to where Jeans and a collared shirt every day. I had to look good (nice jeans) for contractor meetings, but be ready to go out to a job site and help with the surveying and or layout.
2) Structural construction engineer - I had to wear dress pants, collared shirt, and occasionally a tie for meetings. I also had to have jeans and steel toed boots ready for on site inspections.
3) Hydraulic engineer - I currently have to wear dress pants and a polo shirt 99% of the time.
Dress codes vary as much as the possible jobs when it comes to civil engineering. If you are into construction, it will be more casual. If you are into the design end, be ready to wear dress clothes and a tie.

Every company I've worked for (past 25+ years) has not required a tie or suit-jacket. From what I've heard this is typical of companies in the western part of the United States (with a few exceptions -- especially in Califormia). In the Eastern US, I've heard that they are a little more strict with dress codes.
I wear button-up shirts (short sleeve in summer, long sleeve in winter), with "Dockers"-type slacks. Occasionally I wear a polo-shirt (but I hate not having a pocket)

Depends. Larger companies often require ties daily, though many are buisness casual, no jeans,/shorts etc.
Smaller companies are usualy looser.

typically you'll be required to wear a collared shirt and slacks or nice jeans. it all varies by company though..
..some companies require steel toed boots also.
