TSP and water
a mixture of TSP and water and a good stiff scrub brush should remove that
you can get TSP.....trisodiumphosphate ....at most Home Depot type stores
i pretty sure they also make a degreaser for cleaning concrete which i think you can also find at "H.D." type stores

Muriatic acid is used for "etching" concrete...tsp or tsp subsitute is made for cleaning/degreasing it..available in all home depots, wal marts, lowes etc..sprays with a bug sprayer is best way to apply..

a good cleaner like simple green or a similar product will cut the grease. Once it is clean, be sure to prime to get a good bond on the paint. You may want to try one of the epoxy coatings that will last for years and years.

I vote for Simple Green (available at Wal-Mart and automotive stores) along with hot, hot water! Let it sit there a while before scrubbing and be sure to rinse well. Good luck!
