why does the street have to be full of rubbish?

Don't know about the UK, but in the states if the trailer is properly registered, it is considered a vehicle and can be parked on any street where parking is legal.

There should be a piece of netting across the top of the rubbish and tied to the sides of the trailer stopping the rubbish blowing out.

I wouldn't park my trailer, or my car on any street that is full of rubbish. They should clean the street if they want me there.

I'm not sure about the UK. In the States, you can get away with it for 24 hours. After that, it will be ticketed or towed away. If it is a nuisance, call public health and file a complaint. They will have to investigate the problem and if it is a problem then they will call and have it removed. good luck.
