Wow, that's full of pit falls. First, this, The Suprem Court has ruled that law enforcement is not required to provide you with any service at all. That means ( and I think it is wrong) that even if you call 911, they don't have to come out, and you can't sue them.
Now, on the rest of your question, yes he SHOULD report it, via radio to dispatch, advise he is responding and call for backup. next, if I was dispatched to a man with a gun call, and arrived on scene to find the man identified, heck yes I'd approach with my gun drawn. My job would to be to take the man into custody safely while I investigate the situation. Safely means , safely for the women and children present, the suspects safety, and my own. You should be aware that as a police officer, I am highly trained in firearms. Just because I am pointing a firearm at a possibly armed suspect, it doesn't mean I'm going to shoot him. Only that I am doing my best to contain the situation, and to be prepared to respond with deadly force if it is needed. Also, be aware, that my firearm has additional safeties that are in place until the last possible second. These include having my finger outside the trigger guard, the manual safety(s) still on as well. As I perceive the level of immediate danger rising, I will deactivate those safetys one by one and lastly place my finger on the trigger in preperation to shoot.
