No prescription is required for a glucose meter, test strips or other testing materials unless insurance is involved.
Go to the pharmacy and ask the pharmacist to assist you. In some places a pharmacy technician may be able to answer your questions but I have generally not found that to be the case unless the technician is diabetic or has a family member who is diabetic so has personal experience.
Look at not only the cost of the glucose meter but the test strips, particularly if you will be paying for them out of pocket. Make sure that it appears easy to use and can provide you and your doctor with a 30 day average if desired. Some meters can, with optional cable & software, interface with your computer to maintain information about your meter readings along with other data you can input regarding your diet, medications, etc.

You do not need a prescription - but if your insurance will cover it, then get one. Strips are a rip off and I think the main way they take us for a ride.
The meters themselves are all pretty close to each other now, and its preference that dictates what features to get. Sit down with a pharmacist and run throough each one. Some will have computer logging and others have chart graphing - the more features, the more it costs.

Go to the drug store. Ask the Pharmacy if they have any coupons. We got my husbands for free with a coupon the company put out through the pharmacy.
You must buy the right strips to match the device.

Go buy them. Pharmacies carry these, and you don't need a prescription.
I had one meter that used very, very expensive strips. Cost me more than $100 per month. Not easily affordable. So, when I had had enough of that, I went to WalMart and bought a meter that used strips that cost roughly half as much.
Both meters worked equally well.

If a glucose testing is necessary for husband, his doctor will write a prescription for him and you can take the script to your supermarket pharmacy or local drugstore. If he's doing this on his own without a prescription and no medical justification, he can pay full price at your supermarket pharmacy or local drug store.

Don't really understand the question. You can buy these at any drugstore or discount stores like WalMart or Kmart. You don't need a Rx unless you are trying to get paid by insurance company.

If u have insurance go to the Doc, get a script. If not go to bayer.com. They were offering free meters. Or go to CVS pharm. THen have pretty resonable meters, and test supplies.

You go to walmart or your drug store and you buy them. There is no special proceedure you just go in and buy the meter and strips you want. THey have them right where they sell the blood pressure equipment at walmart.
