If you are in the US the only station to provide live coverage of the Tour de France is Versus (formerly OLN). They broadcast the live coverage of the day's stage in the morning, usually starting at 7:30-8:00 but also show replays throughout the day.
All other stations just show highlights.

I'm not sure where these others have gotten their answers, but the correct one is "Vs.", formerly known as OLN. Vs. covers the Tour live every day and then replays it several times throughout the day. Phil Ligget, Paul Sherwin and Bob Roll give great commentary and race anaylsis.
