help photoshop elements 5.0?

Question

what im trying to do is make a cut out of a person and then put that cut out on a pretty background(put a pic on top of the other). i know how to make the cut out and i know that u can use layers.my problem is that when i open the cut out pic it has its own layers pallette(1layer) and then when i open the pic i want in the background it gives its own layers pallette(1 layer).how do i get both pics to share the same layers pallette so i can stack them.im new to photoshop plz help.thanks

When you have made your selection, don't cut out but copy (edit > copy), then open the pretty background and paste (edit > paste) what you have copied. In the Layer palette you'll see two layers.
