Many religions have both a male and female face for the Divine -- a God and a Goddess.
And justice is portrayed as female in modern symbology because she is based on Themis, the Greek Goddess of justice. Here is some more information on the sources of the modern representation:

God is generally given a male gender, because of sexism. The Bible was written in a time when man was seen as superior. So naturally when referring to God they called God "he, him" And even stuff such as "God is not a MAN that he should lie." They wouldn't want to call something that they see higher then man, by words typically assigned to the female gender.

The representation of justice as a woman is to represent a virginal female who is untainted in any way. It's a Greek symbol and has nothing to do with religion.

read up on Mary Magdalene. Check out some history and research the female signs. I think a lot people think of god as male because of the images of Jesus we all know. If it works for you to view god as female then do it, he is the almighty and not male or female. Like I said you should read up on theories and studies on the sacred feminine. Very interesting. in a lot of cultures Female is the almighty because they give life. Many culture believe many diff aspects. Like Egyptians believed that being buried in fetal position was referencing the rebirth the cycle of life. History all interesting research and interpret for yourself, not others interpretations.
