Have them walk the "red carpet" with the "paparazzi" - get a fabric remnant from the store and enlist the help of some adults to take photos of the guests as they arrive. Bonus: have someone videotape an "interview" with each guest as they arrive. (It could be as simple as "Any message for the birthday girl?" or "Share a memory with her.")
As for a game - get the cards from Trivial Pursuit and use it for movie trivia - or make up your own. (break it into categories - like Comedy, Drama, animated, etc. for more winners.) Winner gets a gift card to Blockbuster or the local movie theater.
Another game: start at one end of the room, and have someone say a line from a movie - like "I'm right on top of that, Rose" from Don't Tell Mom the Babysitter's Dead - and see if anyone can guess the movie. The person who guesses right, gives another line from another movie, and the person who stumps everyone wins.
OR have them act out their favorite scenes from a favorite movie - everyone's got a movie they've seen a zillion times!

I just did this for my 11 year old.
We decorated with movie posters and had stars around the room and a "red carpet"
I set up a "snack stand" with corndogs,popcorn,pretzels with cheese,candy, and nachos.
They played movie charades and movie trivia.
I got wood stars from the craft store and they painted them.
I would give out "oscars" for the movie stars-make one for each girl.
For the goody bag-I gave them each a tube of popcorn from blockbuster and threw in some movie candy.

well, if its a celebrity theme, then i would try maybe karioke (sp?) games, i know of one on a PS2 but i dont know the name. if they arent too dressed up you could try dance dance revolution as well. you could try those DVD trivial pursuit games based on a movie or tv show they like. as long as they dont tell each other what celebrity there going as, you could try to have them guess who each other is representing. we had a guessing game by putting the names of TV characters on adhesive labels and you had to ask each other yes or no questions and they give you those answers and you try to guess who your character is. and dont forget to take lots of pictures. email me if you want more ideas

write a film stars name on a post-it and stick it on a child's head they have then go to ask questions which will only get yes/no answers to figure out which star they are.
