Australia is much closer to the equator than the USA or Europe and the sun is dangerous. The Bureau of Meteorology publishes the UV forecast charts every day which you will find here: http://www.bom.gov.au/weather/national/charts/UV.shtml
In summer, the whole country is in the high to extreme range.
You should never go out in the sun without protection - sunscreen, a shirt and a hat. Short periods are OK but soaking up the sun all day on a beach is not advised.
