I like the guy who had the typo answer. However, as you state, "as i went", that means you have been to st.ives, hence are not going. And you ask, "how many were going to st.ivs?"
There is no true answer, as there are none going to st.ives, as you already went, and there is no information regarding people going to st. ivs.

The key phrase is "as i went". This means "in progress". In other words "on the way to St. Ives".
The question doesn't state that these people were going to St. Ives. By the way, you met a total of 400 men, women, and cats/kits.
The answer is one. But there were many smart people faster than me.
