Corruption can be seen from two angles.

One is at the level of a clerk. A clerk may seek some money for doing a favour. What he can do at the most is pushing a file on top, or getting a paper/document ready quickly, or give information immediately. This kind of thing though can be said to be corruption does not have any major effect on any thing.

Corruption by higher officials is another form. Here, people at higher places have the power to alter/change the policies to the advantage of those who paid them. They can exercise their discretion in favour of those who paid them. Important confidential information is available to them. For ex. policy regarding taxes to be levied etc.

Therefore corruption at high places is dangerous to the courtry. Cases filed on the basis of disproportionate assets are less and conviction rate is abysmal. Do you see any IAS or IPS or any higher civil servent punished for corruption? Just because nobody so far punished means that all is good?

One remedy may be most of the Governement work is to be privatised. Second is that the suggestion of law commission i.e freeze the assets of those who were booked with disproportionate cases till the case is over. Right to information Act has to be strengthened so that transparency as well as accountability can be attached.
Fourth one is that safety to whistle blowers Act should be brought so that those who report corruption would be protected, thereby more and more poeple come forward to complain.

Corruption is the benefit derived through wrongful means.Today only one side is viewed as wrong .

The person who receives" money or materials in kind" for the unlawful services done are only called as corrupt. It is only 50% of the truth. It is only the head side of the coin.
The other 50% are those individuals who receive such unlawful benifits on payment..
They enjoy benifits which are not due for them. They cheet many rightful persons waiting in the long que.
They are also to be shunned and punished which they escape now a days.
They are the 'tail' side of the coin .The coin gets currency value only with both sides.
Both are similar to a HIV sick, may be one is the donar and the other is the receiver. Again, both are like prostitutes , may be of different gender. If public start to view them both as fraud , soon this menace will go.
