Yeah, some of them do. Just go back to the tile section and ask. I know my local Lowe's does. They charge per tile I think. I personally recommend renting a wetsaw or buying a cheap wetsaw. You can buy one for about $50-75 if you buy a cheap one. The reason why I say that is because trying to get the cuts right when you are running back and forth isn't the easiest to do, especially if you have a lot of tiles to cut. There were many times when I did tiling in my kitchen that I needed to adjust how I cut the piece. For the cheap ones, I'd recommend buying a cheap large Rubbermaid container that isn't real tall to set the wetsaw in. It makes cleaning up a lot easier.
If you have only a very few tiles to cut, then it might be better to have Lowe's or Home Depot cut them.
The manual tile "cutters" work ok as long as you don't have to work on small tiles or very thick tiles. For my kitchen I had small thick tiles, so using a manual tile "cutter" didn't make sense. Manual tile "cutters" don't really cut the tile. They score the tile then break it. That's why thick small tiles work poorly on them. Manual tile cutters tend to work better for large or thin tiles like floor tiles or bathroom wall tiles like porcelain tiles. If the floor tiles are large floor tiles the manual tile "cutter"/breaker would be your best/cheapest option.

You don't need a wet saw. This would only be necessary for really large areas, marble work, etc.
Lowes or Home Depot sell a small manual tile cutter that runs $23 and will cut all tile up to 12".
I have one of these and I did all of my kitchen counters, backsplash and island with ease.
Even if I would have had a tile saw, I would still use the portable cutter.

My Lowes in Chantilly, VA cuts tiles. Just had a couple cut yesterday. They do not want to cut tiles that they did not sell to you though since they cannot replace if the tile cracks or they cut it badly. However, if you assure them that you have spares and won't hold them responsible if the tile cracks or cut is bad they will do for you.

The Rialto Ca store does cut tile at $0.50 a cut. Its only straight cuts though. For rounded cuts I would recommend a Rotozip with the tile bit attachment.

If you'd tried Big T advise and it didn't work then there's another way. Cut the tile in two pieces and notch out the pipe hole with a blade for cutting tile (a hand blade) it's easier then tossing out 22 bad pieces.

Lowes will only cut tile they sold. Plus they don't rent tools at my local store!

I have been to those stores for tiles. They offer to install your tile, but I don't think they will cut it for you. You van hire someone to cut your tile.
