It is never acceptable to pick your nose, especially not at the dinner table, family present or absent. If there's really some nasty nose business you need to get on with, do it in the bathroom (family and anyone else absent, of course).

NO. Get up from the table. Go find a tissue or handkerchief, in another room, throw away the tissue or put the handkerchief in the laundry. Wash and dry your hands and then come back to the table.

No one wants to see you digging in your nose or butt at the table!
