I THINK that double dutch is a term used to describe pretty much any of the nonsensical languages that young people use, including Pig Latin. It often involves adding a letter or syllable into a word to make it incomprehensible to people who don't know what they're listening for. Pig Latin is probably the most widespread/common example.

Consider the "izz" and the "izzle" used by Snoop Dogg as examples of something that can be called "double dutch."

I also believe that the term double dutch came about because many English speakers found learning/listening to Dutch difficult, and so it came to refer to gibberish.

Everybody in the Netherlands. "Dutch" is a corruption of Deutsch ( German) and British cross channel visitors from way back thought the Netherlanders spoke a concentrated form of German or double deutsch.
