She just talks and talks about everything that goes through her head. She also talks loudly. It gets very tiring to hear the constant stream of chatter.
I don't want to be rude, because she would just blow it off as sibling rudeness. I want her to know that it is a genuine turnoff , and probably not just to me.

Find something she wants to do with you like do nails, whatever on the condition that she will give you two hours of being totally along and silent afterward. Make a list with her so that you can make this deal of silence with her from time to time.
What she wants is your attention and your company. Give it to her on condition. She probably needs to be reassured that she is loved and accepted.

Make her keep her side of the bargain, but make sure she knows you love her. I think you will find this will work.

Nowadays, a doctor would recommend Ritalin or Adderall. LOL, but in reality some people are just rambunctious, or to you annoying. Deal with it, it's her personality some people may like it.

tell her to stop her rude behavior, if she keep on doing it just yelled at her in front of the public place and made her embarassed and she would not do it again.
