I am a natural born male US citizen. She is a friend I would like to help out. What can I do? Money not a problem.

There's nothing you can do to help. She either qualifies or she doesn't.

PS. The person who said top nursing schools in the Philippines are "cheap" and "only a few hundred dollars per semester" is clueless. With lab fees and everything else expect to pay $4,000+ per year at a good school of nursing in the Philippines.

Another thing, you can expect 2 or 3 applicants for every available seat. It's very competitive. Unless she went to a top, private high school don't waste time applying.

Going to anything less than a top nursing school is a real crap shoot. Nationwide only 50% of graduates were able to pass their nursing board exams last year....and that's just the Philippine board exam. To come here they've got to pass the CGFNS exam (Commission Governing Foreign Nursing Schools), TOEFL exam (Test of English as a Foreign Language) and NCLEX exam (National Council Licensure Examination for Registered Nurses).

How well do you know her? Have you met her in person? If not, check her out carefully to make sure she is not a scammer trying to get some of your money. I'm sorry to say it does happen!
There is a critical shortage of nurses in the United States. Have her go to school to become a nurse. Make sure she goes to one of the top schools. Some of the nursing schools in the Philippines are awesome and others are not very good. Even the best schools are very cheap by American standards (a few hundred dollars per semester). You will easily be able to help pay tuition.
You can also search on the internet for job placement agencies that specialize in medical workers coming from other countries.
You should also consider marrying her. Starting out as friends is a great way to build a relationship.

It's not her; it is all her relatives and friends who will tag along later that is the problem. I suggest you (since money is not a problem) find ways to help her make life in her native country a little better, as there are already thousands of Filipinos here along with the East Europeans, Chinese, Vietnamese, and Hispanics, all successfully overloading the social services, criminal, and menial, poor working conditions markets.

short answer, no. as mentioned in previous answer, even marriage is not really an option as approvals for K1 visas are falling rapidly. except of course, for those in western europe, where the process is more or less straight forward and takes on average 30 days. since she is asian, expect at least 90 days. probably a year if it gets approved at all.
i would not recommend the H1-B or any other guest worker program. these are ripe for abuse not so much by the visa holder, but by participating organizations here. even though the law clearly states that all employers must adhere to US labor laws and standards and in cases of wage, must be paid at least the going rate for domestic workers, employers and agencies do not always comply. it has been documented by NPR and other news outlets that employers will still do their best to treat and pay their "guests" far less than the so-called going rate and if the employee complains, they just cancel the visa and get another one.
and as for an all out immigrant visa, just best to save yourself the headache and forget it. the society in this country has become very hostile to immigrants in general and illegals in particular who are not from western europe. best to have her move to england, assume british citizenship, have her anglicize her name and then try again and hope her skin color does not become a factor.

the best way is for her to get a visa (student or working visa) and then she'll be here... then it will probably expire, but not much they can do since they don't monitor that. then she will have to marry someone eventually that is a citizen and if she has a child, then they won't send her back... i know this isn't the best way, but it works

Philipinos want marriage hands down. That's all they want. If you don't marry her she'll find someone here who will to write home about.

You can tell Phillipino women you hate their guts and they will still want to marry you. Weird.

tell her to become a nurse. there is a huge shortage of nurses in the U.S. there are tons of philipinos here with work visas
