I have been on many Norwegian cruises and here's the deal first hand. If by Salon you mean what the ship calls the Spa where you get massages, wraps, facials, nails, manicures, etc. YES there are definitely fees for those services and the fees are hefty/expensive. The spas also include a gym with weight machines, free weights, tread mills, cycles, steppers, etc,and those are free. Some NCL ships leave the gym part open all night so you can go any time. Some ships have sauna and steam rooms that are free, but they may also have other areas as a part of the spa when there is a fee. Some ships have free morning exercise programs but then there are other programs, like Spinning or Yoga, that you must pay for.
All of the food on NCL ships is free, EXCEPT that when you dine in their "specialty restaurants" there is a fee/gratuity/service charge that each person pays each time you eat there. The fees can range from $5.00 to $20, depending upon the restaurant and ship. However, there is plenty to eat all over the ship for free. You can order free room service 24/7. You can eat breakfast in the dining room for free or go to the free buffet. Same for lunch. At dinner you can go to the main dining room, again free, or pay to go to one of the specialty restaurants. All day long there are places on ship to go get free food, sometimes they set up a grill on deck and offer burgers and dogs along with other things. They sometimes have a midnight buffet, or a midnight deck party, all with free food.

As I remember the salon cost extra, but the majority of the food was part of the cruise, at least it was in 1999 when I cruised on Norwegian Cruise Lines

The Salon is not free. They are expensive, I paid $65 for a pedicure, pluse they add on 15% for a tip automatically. THen expect you to tip even more.
There are 2 free main dining rooms on the ship and the buffet is free. Several of the "specialty" restaurants are also free, but you need to make a reservation to get in. The other "speciality" restaurants have a charge anywhere from $10-$30 per person - depending on the time you go and where.

I didn't go to the salon (i'm a guy) but I believe there's a charge. I just went on a NCL cruise in Hawaii. All the good places to eat have a cover charge ... but you got to eat something ... so pay the cover charge ... You're on a cruise, worry about paying the bill after, HAVE FUN!! Personally I wouldn't go back. So far Carnival has the best cruise I've been on.

I've never been on a cruise, but from what I've heard the salons and spas are SUPER expensive. The majority of the food is free though, so just get your hair, nails, etc. done before the cruise. It's also a good idea to bring along some clear or top coat nail polish to protect your nails, since the Jacuzzis can ruin your mani or pedi. Hope you have fun.
