Nissan Altima (SE) which is FWD or Nissan 240SX which is RWD. Both in 4 cylinder. Great reliable cars and can both be found under $4 000.

Ford Mustang. Define "decent gas mileage." I don't know what you'll find that's RWD and has gas mileage that is too much better for $4000. You can also check out the old Lincoln's from the 90's and see what they offered. Some BMW's from the 80's or 90's should be affordable now.
Search www.cars.com for reviews and models for sale.
Good Luck!
Edited to add:
I didn't realize you said this could be FWD. Look at the Honda Accord, Nissan Sentra and Altima; Ford Taurus and Ford Focus, Chevy Cavalier, Cobalt and Malibu.

I've got a Pontiac Grand Am right now - but it's not my first car. It has been very reliable for me b/c I am meticulous about maintenance and it's also very sporty despite being FWD. Grand Am's depreciate in value rapidly which is good for a first time buyer - you can pick up a good low mileage Grand Am for very little money. Much more exciting than civic/corolla.

I bought my son a Chevy Cavalier, 2001, 4 cylinder for around $4,000. Excellent gas mileage and those cars are very reliable.

dude honda civic is the way to go. this is going to be your first car. so youre not gonna spend 20 years with it most likely. but if you really want a different car, a toyota corolla, its nice and its economical, and best of all its not too expensive. look them up. A really good website i use is craigslist. go to it and just click on the link to your city. and search the cars section.
