What time of day has the worse UVA, UVB rays???

Between 10 am and 4 pm, when the sun is highest in the sky. Worst time is right around high noon, which, due to DST, can be anywhere from 12:00 to 2:00 depending on exactly where you are relative to the time zone you're in (if you're east of the meridian where the time zone is centered, it'll be earlier (before 1 pm); if you're west of it, it'll be later (after 1 pm)).
