They are made up lists by people who try to put God in the box of their own understanding. You can find in the Bible between 19 & 21 or 23 spiritual gifts if you go through the passages carefully. Chapter 5 of Galatians lists 9 "fruits" of the Spirit. Cardinal virtues are not mentioned in the Bible. The thing is, those lists of Spiritual fruit or gifts are given as examples and are not meant to be a complete inventory of all that God can do in a person's life. That's why I said that those numbers you asked about came from men trying to put God in a box of their own understanding.

Based in part on the famous text from the book of the Prophet Isaiah (11:2), the Church enumerates these Gifts thus: wisdom, understanding, counsel, fortitude, knowledge, piety, fear of the Lord.
"Four virtues play a pivotal role and accordingly are called 'cardinal'; all the others are grouped around them. They are: prudence, justice, fortitude, and temperance. 'If anyone loves righteousness, [Wisdom's] labors are virtues; for she teaches temperance and prudence, justice, and courage.' [Wis. 8:7] These virtues are praised under other names in many passages of Scripture."
The 12 Fruits of the Holy Spirit grow in our souls with our practice of Virtue as enabled by the Gifts of the Holy Spirit:
Charity
Joy
Peace
Patience
Benignity
Goodness
Long-suffering (patient suffering over an extended period)
Mildness
Faith
Modesty
Continency
Chastity

The seven gifts are wrapped and delivered from the sacred spirit, and the four cardianl virtues are boredom, softness, grace and ordination true, and the 12 fruits are twelve homosexuals that want to sing in your church.

All these are inspired by one and the same Spirit, who apportions to each one individually as he wills.
