If you're talking about Union Square it's about 20 minutes. Just take a downtown 4 train to Fulton Street walk to the west to Church Street then to Vessey Street and you're there.

The Ground Zero and Civic Center Station is the Church St. terminal. Leaving Ground Zero, we caught a shuttle underground. It was free and I think it took us to the Church St. train.
If you need help, ask a ticket agent or another passenger on the platform.

If you mean Union Square, at 14th Street, it's about 20min on the subway if you take the 4 train (or less). Get off at the Brooklyn Bridge/City hall stop and you can walk to the WTC site.
Hopstop.com is a terrific site to use for directions in NYC using the subway and buses. I definitely use it for all of my trips.
