I have been walking one mile a day and watching what i eat but my upper body is showing no signs of that. Before i give birth i was a size 10 (thats rather small for as tall as i am) now im a 17..i desperatly want to get the weight off..I can not afford to get on a special "weight watchers" or "jenny craig" plan so all advice i would appriciate..

Your upper body won't show much improvement from walking a mile a day. It's not a very hearty workout, more just a maintenance one, and most visible improvement would be in your calves.

Take on a more rigorous cardio workout, running if you can, or maybe an elliptical machine if you have access, or jogging up and down stairs, etc. Do this for half an hour to an hour at least every other day.

During the same workout session or on opposing days on your workout schedule, start on exercises targeting specifically your upper body. Presumably, your mid-section is where you're most concerned, so you should do sets of crunches/sit-ups, increasing with your ability, and making sure to sit up at different angles from your body, so as to improve the tone of your sides as well as the front of your abdomen.

Good luck.

workout atleast 5 days a week. do atleast 30 mins of high intensity cardio (like running), and weight training you should do 3 times a week.
one mile of walking is not incredibly effective. it's good for you, but you need to increase your exercise to tone up.
yoga and cardio are VERY effective together.
