My rat terrier keeps biting at the fence and I am worried that it may wear down his teeth or something. There are many dogs next door and he keeps barking and trying to dig to the other side...what do I do?

you have to some how train him to not bit the fence. maybe wet him with little water something that tells him that's not the right thing to do.
