It used to be for any VD, RH factors & a few other things, but so many states don't require them anymore. Something I don't quite understand with the AIDS virus so rampant & other venereal diseases on the rise.
I tried getting to the VA license site but it was having problems loading. But there is no blood test required for Virginia.

Most states do not do this anymore. It was to check for Siphylis and some people use it to check for Genetic problems like Tay Sachs in the Jewish community. There are far worse things to look for now days, and these diseases are not something that they need to check for anymore. It is an arcaic law, should be off the books in most states. Virginia, you don't. Check it out for your state! I have a link!

The purpose used to be to prevent inbreeding by marrying someone you didn't know was related to you. Many states no longer test blood. I don't know about Virginia. Contact the county clerk's office to inquire.

It has to do with RH factors (which has to do with the chemical makeup of blood)....people with incompatible RH factors are at risk for having children with birth defects and most states have a law which makes it mandatory for a blood test...so people are aware of the problem before they try and get pregnant.

Ask when you go to get your marrige license. In montana the female has to have a rubella test (having children if you are infected with rubella produces many problems), but that is all.

They used to give blood tests to test for syphillis, not for blood type. You don't need one in VA.

Check with your county's court house for if you need one, but usually it's to verify that you two are NOT carrying any deadly diseases and are not related.
Most states don't require it though.
