In some Catholic Churches I have attended I have noticed that there are Roman numeral numbers like VCIII X in a frame on the Altar

Does anyone know what they symbolise and mean?

In a frame on the altar...you mean roman numerals are framed like a picture and set on the altar?

I've never seen such a thing in any Catholic Church.

In my church, the Stations of the Cross all have Roman numerals, but they're not on the altar itself, but rather, posted at various points around the church. It's possible that you may mean something else altogether, but the Stations came to mind, because I was looking at them just last night. The only other thing that my church has with Roman numerals that I can think of offhand is the numbers that follow a pope's name, such as Pope Pius X. We have a papal picture on the wall, and that has Roman numerals on it.

C would not succeed V, so I don't know. It's all fake anyways.
