It really depends on where you live. There are many programs that offer free/low cost spay/neutering(see link) Also, I think 9 months is the absolute youngest that I would neuter a cat. That's just my personal opinion based on cat ownership. My 1 y/o kitten was about 7 months old when I got him neutered and he really did not tolerate the anesthesia well at all. As long as your kitten isn't showing any signs of sexual maturity(spraying) I would wait. Try to get as close to his first bday, but don't wait too long. You don't want him to start spraying or god forbid get outside and get some young lady in trouble. There are so many unwanted and homeless kittens already.

Around 5-6 months old. Price depends on where you get it done. Lowcost clinic $15-$20. Regular vet where he'll be safely anesthetized, monitored and receive pain medication, $50-$75. You choose.
