I got a perfectly serviceable Marlin 22 at a Pawn shop for $35 because the magazine was missing,. The replacement mag for $12, so $47 for a bolt Action 22. Gun shows can be good too, good for people watching too, best to go to the show with a fixed amount of money and a open mind.

Wal-Mart is a good suggestion if you don't mind their business practices. Dunhams, Big 5, Gander Mountain: these stores also should carry something on the basic/inexpensive end.
Plus, if you don't mind used, you can find some deals in the local gun stores or possibly a pawn shop.

Mine is a semi-auto, but I bought it at a pawn shop for $89.
You could try walmart, gallery of guns, gun shows, classifieds, the NRA, and a dozen other places, but this should get you started.
