Because they can't use the toilet and flush.
Seriously, your dog needs to be potty trained - you need to take him out in the morning after he wakes, after he eats, and before bed.
Take him on walks or to the same place in the yard every time.
Praise him a lot when he does his business outside.
Remember, he can't get out by himself, you need to take him. Repeat this until he gets the idea.
Don't hit or scold if he goes inside sometimes.
Just clean and deodorize the area and keep on with his potty training.
This is your job as a dog owner, your dog will learn if you are patient and consistent.

Because they have not been properly housetrained. A lot of pet store and improperly kept breeder dogs will do this because they have never been out of cages long enough to go ouside. Take the dog out on a leash and direct it where to go potty and pretty soon it will automatically go where it should. Proper training is a must for any dog owner.

my 18 week old akita goes in a litterbox with grass outside. if you have carpet it is because of the texture. most pups like to claw the ground with their back paws when finished and tile or wood flooring doesn't allow this. everytime your pup does this correct her. but don't wait to long to correct her, otherwise she won't understand why she is being corrected. take her outside after each meal and drink. keep a close eye and set her on a feeding schedule. the dog doesn't know any different. you have to show her.

Normally because their owners are not paying enough etention to them. Sitting on the computer talking to people that do take their dogs out. Mine just went for a half mile walk it didn't poo in the house. They are not status sybols to brag about and not take care of. They need love and attention ALL the time.

I'm with DP on this one. My 2 dogs do not poop on the floor because I trained them to go out side.

Dogs are naturally hygenic...they would go outside if they have been taught to.
Dogs do what they have been taught to do. If you mean why do puppies... that just means you need to bring them outside more often... they have weak blatters.
