Joe Rosenthal, and it was the second flag raising. the original flag was too small and so the commanding officer wanted to boost moral so everyone on the island could see the flag. By the way fighting continued for weeks after the flag raising. Also it wasn't the only photograph. There were several photos taken. As a matter of fact Joe was going up the mountain and several photogs said they'd got some great shots of the first raising. Joe also went to a spot that no one else was at to get the right angle. He then sent the film off to be processed and didn't even know how good it was until it was published. History channel is great.
