whoever it is, it is a scam.
I have NEVER found any business on the other side of a number that can't be verified without talking to someone to be anything but.
"This call will be recorded." -> for our protection not yours
"Thank you for calling back, and adviser will be with you shortly."

You can put in any numbers and if other people have had similar calls this will tell you.

My bet is either a telemarketer or scam artist.
