Don't give him treats when he's meowing. If you do, you'll be rewarding the behavior that you want to stop.

Easy, but you won't like the answer.

You ignore them. Or do something they didn't want like go get the brush and brush them. Or give them some quiet time with you where you pet and talk to them.

Cats learn fast that they can get us to do something if they yell enough. This is NOT fun when they want to eat at 4am and you have to get up at 6! If they get the right result once and then not again for 4 times after that, but are rewarded at the 5th try, they'll keep doing it. They're like gamblers, if it happens once in a while it's worth putting up a fuss to have it happen even on a semi regular basis.

Best you can do is deflect what they want to get by providing something else. Yelling won't help. Just play 'dumb owner' and bring out the brush and pretend that you really REALLY thought that was what they wanted. If you act clueless but do something different than the expected response, they usually tone it down and are happy with what you do with them, even if it isn't treat related.

when he meows, don't give him any treats. if he's that hungry, give it a little extra food.
