If you're a glass blower, you might manange to cobble together an optical dye laser pumped by an old photoflash unit as a project, but a cutting laser???
Too much concentration of power for a homebuilt project and as Mom is always saying, "you'll hurt yourself!"

You can't draw enough power from home to work a cutting laser and the tolerances are way to high to make from household materials. Sorry no can do.
