budget is not a problem in this case, but my dad wants to buy me a safe car. I want either the Lexus IS350 or the Subaru WRX STi Impreza. my dad says he wont get me a car unless its under 250HP. I want to know how much horsepower is "the right amount" for a new driver.

when i say i wanted a new car, i mean like if i have had experience for like a year or so and i am more in control. the problem is my dad thinks that just because a car has more HP means i am going to crash... which i tell him is not true and it all depends on the driver?? who's right?????

Try a 4-cylinger for a beginning driver. It's better gas mileage AND you don't need a big engine right now. It'll only get you into trouble.
I suggest getting a used, 5+ year old Sedan. You don't need anything new right now, and yes you do need to look at a budget.
Ask your dad this:
If YOU buy a hunk of junk and avoid an accident within the next 3-4 years, would you consider buying you a nicer car that would take you beyond college?

One that you can afford. That's not a sports car. Plus you should pay for the car, insurance, title, etc. If you can't purchase the car yourself you can't sign the paperwork, but you can put the money up for the vehicle. If you don't have the cash for the vehicle, then you don't need a car.
Both cars you mentioned are going to get you into trouble. You want a car with a 4 cylinder engine that won't go any faster than about 65MPH. Trust me, its not worth the money and trouble you will get into getting a high performance car.

Your dad is right. Neither of those cars are good for a 16 year old. In fact a 16 year old doesn't even need a car. Get a Chevrolet Aveo if you feel you must have a car and drive safe.
By the way, you have terrible taste in cars.

A newer model volvo or a Sabb. Safe but also nice. If you get a fast sports car you are more likely to get pulled over. I drive a Volvo and I have never been pulled over or had a single ticket/accident. My friends who drive suv's and sportcars have bad driving records. That could be because I don't drive super fast and I take driving seriously, but I think driving a non-flashy car helps.
