I would recommend a Soft Coated Wheaten Terrier. We have 4 of them. They are non shedding and have a great disposition. Plus they are not a tiny dog either. I think ours is about 45 lbs and is about 20 in. tall. They get along great with children too. The breed is slowly becoming more popular, Bill Cosby talks about his and how in love he is with that breed.

The only breed of dog that matches all of your requests is the Standard Poodle.
They shed less than most humans do. Their fur will keep growing if not cut. So, they do require a lot of grooming.
I have had some Standards come thru my training classes and they rank right up there with German Shepherd Dogs and Labs for intelligence and obedience.
They are very playful and usually love the water. (They are water dogs after all- hence the reason for the odd hair cut. The poof balls protect their vital organs and joints from cold water. The one one the end of the tail...well no comment)
They tend to be 3-4+ feet tall.

Miniature (10-15 inches tall at the shoulder, don't quite meet your height requirement but aren't exactly tiny either) and standard poodles, standard and giant schnauzers, and portuguese water dogs all have coats that are more like human hair than dog fur and are . Mixes of these breeds as well as cocker spaniel mixes may or may not have inherited the "non-shedding" coat. Keep in mind that even "non-shedding" dogs will loose some amount of hair, just as all humans will "shed" some amount of hair. Also, "non-shedding" dogs require regular clipping and bathing to keep their coat and skin healthy and will also require regular brushing to keep their hair tangle-free.
ANY dog will require regular and consistent training in order to be obedient. If you aren't willing to dedicate at least 10 minutes every day to working on obedience with your dog (doesn't have to be all at once, you can use meal times and passing through doorways to go in and out of the house for potty time to work on training and manners) then you can't expect to have an obedient dog regardless of what breed you choose. Poodles and portuguese water dogs are not quite as stubborn as schnauzers, but all of the breeds I've mentioned are smart dogs and smart dogs often come up with creative loopholes to the rules that you haven't thought of. My smart dog is very good about technically doing what I ask him to do. It usually isn't what I want him to do, and I'm quite sure he's well aware of that most of the time, but it is technically what I've told him to do and if we were talking about a court of law the court would have to take his side. They can be a lot of fun, but a smart dog is not easier to train than a less intelligent dog.

well, all i can tell you is that anything with fur/hair is going to "shed" or lose hair. the only animal that won't is a hairless rat. Hint the word hairless. my wife used to have one and she says that it was a very loyal and playful, but don't expect alot of obediance from something that has a brain smaller than a walnut! oh yeah.....kiss more than 2.5 ft tall thing goodbye...lol...would be a good trial investment though. think of a ferret without any hair and a lil bit shorter.

First of all, unless it is hairless, *all* dogs shed. Don't believe the hype surrounding these "hypo-allergenic" breeds and cross-breeds. A lot of folks have gotten rich selling labpoos, cockapoos, and other poodle mixes by telling people they don't shed.
WRONG! (Trust me my mother found out the hard way)
So what would a good hairless dog be? Well the largest hairless dog I know of is the Peruvian Inca Orchid. I have not met one before, so I could not tell you of their temperaments. I have met Chinese Cresteds and loved them (small but not yappy!) but they would not fit your size requirements.

All dogs need to obediant trianed. They just simply do not necessarily come that way. Non shedding a miature poodle. Poodles are water bird dogs. Meant to retreive birds from the water, the standard cut, as you see in dog shows is meant to protect their vital organs, their kidney's and joints. Not just to be "pretty".

Seriously, dogs require intensive training and early sociazation. They shed, make messes, chew things, and require daily care, medical attention, and much cleaning up after.
Dogs are a commitment. The only ones you can count on not to shed are the hairless ones, and they have special care requirements.

Poodles. They come in three sizes, the larger breed is big.
There are pills that you may purchase at Petsmart or online that significantly and safely reduce shedding.
