good grief, if she is out in the sun of course she can get sunburnt on the chest and anywhere else exposed to the sun. You have heard of sunscreen? Use it.

I'm not understanding? any one can get sun burned 30 or not. the wierd thing would be if you were not in the sun. then its probally an allergic reaction or a rash

No matter what age you are, if you are in the sun it is normal to get burned anywhere on your body.

If you're fair-skinned, and prone to burn, it doesn't matter how old you are. I'm 41 and ALWAYS burn....
Gotta use the sunscreen! ;-)
