A house 'plan` is like a map, (seen from above).
For framing you also need 'elevations`, (pictures of the sides.)
Plans and elevations should tell you sizes of members and their spacing.
There are rather stringent rules governing framing, as it effects the strength of the structure and a lot of details are standard and not normally shown.
The plans should be reviewed by an architect or engineer for sufficient strength.
Anything you build is subject to a building inspectors scrutiny. Standards of what is required can vary from county to county. You need local experience.
This is not something you 'just pick up`.
To get an idea, borrow 'Architectural Graphics Standards` from your local library. It will give you some idea of what is involved.

simple, taking a look to planes of places you know, like your house, or someone else's house when you're inside the place. That's the way to start
