It's low blood sugar as has been mentioned already.
I have Hypoglycemia, so I am pretty familiar with it unfortunately.
With small dogs, vets will generally tell you to buy something in order to keep their glucose up. Generally they will recommend Karo Syrup.

Hypoglycemia is when the blood sugar drops below the normal range. Puppies need to eat more frequently than adult dogs to keep their glucose at a normal level because their stomachs are smaller. If you have a puppy that has hypoglycemia, keep a tube of PUPPY NUTRI-CAL on hand. When the puppy is hypoglycemic, you give him/her some of the Nutri-cal. It's like giving a diabetic a glass of orange juice. They come right out of it. Please be aware that dogs can be diabetic, just like people. If your puppy is diabetic, then a vet needs to be involved in a treatment plan. Last thing, hypoglycemia can cause death but being aware and paying attention can prevent that from happening. Also, hypoglycemia/diabetes is NOT a reason to put a dog to sleep.

Hypoglycemia is low blood sugar. It particularly affects the toy breeds and one has to be watchful all the time in case a puppy's blood sugar level drops. The puppy may act as though it's in la la land, shake, shudder, etc. If the problem is treated right away, everything will be fine. If it is not treated, the puppy can go into convulsions and die. Honey will work in a pinch but Nutri Dops, Nutri-Cal or Nutri-Stat are made especially for this problem and are available at most pet shops.

I am sure you mean hypoglycemia, which is low blood sugar. It usually affects the smaller breed puppies like chihuahuas, yorkies, poms, etc. I leave food out for my chi puppies all the time so they can eat when they want and I always keep a tube of nutrical on hand for any slight indication of low blood sugar. With hypoglycemia, they get weak, lethargic, can go into seizures and die.

1) on vet med
2) on training
3) on the breed you have
This is your best help.

its low blood sugar in puppies and can be caused by poor nutritional food,
its easily treated and sometimes just changing the diet under the guidance of a vet can help
