They have the law of God in some measure written on their hearts, and what Paul is saying here is that everyone will be judged according to the light they have received. God’s judgement will be fair; it will be just; they will be judged by the light they have received, either the written word of God or the word, the law of God written on their hearts, on their consciences.
Now, you say to me, “How does that work? How do we understand that?” Let me give you an example.
If you were to go to any tribesman or person living in the jungles of Africa or Asia or somewhere where they haven’t heard the word of God at all and you were to ask someone, “Is it right for your children to treat you like one of their friends?” Well, I would think that in almost all cases he would say no. “Is it right for someone to come into your hut or your home and just sleep with your wife?” Well, I have no doubt he would say (he might have 2 wives or 5 wives) but I have no doubt he would say no. “Is it right for your brother or your wife to not tell you the truth?” Well, I would think 9 times out of 10 he would say no.
What do we have there? We have half of the 10 commandments written on the hearts and the consciences of everybody, everybody made in the image of God. That’s what Genesis 1 tells us - we are made in the image of God. God has left his imprint upon us. Everybody has some measure of a knowledge of God, of right and wrong. It’s quite true that over time we’ve suppressed that truth by our wickedness and our evil-doing, but everyone has been born with an innate knowledge, some knowledge, not a perfect knowledge, not the full picture as we have it in the Bible, but some knowledge of who God is and what right and wrong is.
What Paul is telling us here in Romans chapter 2 is that all men will be judged and God’s judgement will be fair, it will be just. When you and I stand before God on Judgement Day he will ask us, “You have been given great privileges, you have heard the gospel, you have the Bible - have you trusted in Christ?” When someone who’s never heard of Christ, God will ask them, “Have you been true to your conscience? Have you lived up to the light you have received?” They will have to respond to that, but God’s judgement (there will be a Day of Judgement) will be fair and it will be just.

The Bible also says the gospel is written on everyman's heart so that even if he has not heard the gospel if he obeys what has been written on his heart he will be treatedas having following the gospel. I have an antropology book which has an interesting ritual chant they do. Even though they have not ever heard the gospel and have no written language they have an old ritual song they do that says in the beginning was the word and the word was God.......... I have found that interesting and maybe a testament to what the bible says.

God will judge the small and great that stand before His throne based on His righteousness. He is the One who is the Judge over all the earth. He will judge their lives and hearts based on what He knows of them. It is not our call to judge on How God will judge people since we ourselves as Christians will stand before the Judgement seat of Christ to have our works tried by fire before The Lord. Our burden as believers should be to touch those in our lives with the gospel of God's grace and of the Kingdom. According to Romans there was a point in time where all men knew God.. but decided to NOt retain Him in their thoughts and their hearts.. rather they turned to worship the creature instead of the creator.... THe generations coming FROM this kind of turning away from God is indeed in darkness regarding the truth of the Gospel. Still the Lord said that this gospel of the Kingdom will be preached in the whole inhabited earth, then the end will come. For those that did get an opportunity to hear the word then the Lord will judge them based on their rejection of the truth. Those who never heard will have NOT heard because we DID NOT GO out to share the word with them. The real judgement will be on us...for knowing the truth and keeping it from our neighbours.. our friends.. our family.. our coworkers.. the man or woman the Lord told us to speak something to who was waiting in the doctor's office or the bus...
In the BOok of timothy ...
"(GOD).. " Who desires all men to be saved and come to the full knowledge of the truth"
We are God's mouthpiece.. His body on the earth speaking for Him and expressing Him to mankind. Let us be faithful to share to those in our generation and lifetime:)

i have news for you there are so many missionaries out that i can guarantee that ppl can NOT use that excuse. it is said in the bible that ppl all over the world WILL hear the gospel then the end will come. not to mention the ppl that live in the states have more then likely shared the gospel with their families that still live in other countries. our military out in different countries probably also have shared the word. there's no excuse. they have heard! there's not an IF they heard, it's a IF they believed after they heard.

The bible addresses this. It says I in Romans it says for those who have not heard have a law unto themselves. They are given by God a basic knowledge of right and wrong and this is how they will be judged.

That's one of the "hard" issues.But for myself i believe God never fails and if He created the humanity i'm sure He will know how to judge everyone in a fair way.Let's think for ourselves.Even since a child you know when you're doing some bad stuff....that's why we used to be very quite when we were doing some naughty thing right???so we have something called self.conscience that i believe God placed inside of us exactly to judge people that never heard of Gospel.Hope it helps!

Catholicism has always taught that such a person is NOT damned! And while we're at it, neither is anyone who hears the Good News and for whatever reason doesn't believe it.
The only way to damn yourself is to do what you know is seriously wrong and/or not to do what you know you have a serious obligation to do.

I think we'll be judged on what we know and have heard. But it's up to all of us to make sure EVERYONE'S heard about it. In most countries, there's no excuse.
For those that haven't heard, they are exempt. Babies and children are exempt. There are no babies or children in hell.
