You don't sign up you have to be entered as part of a team.

Technically speaking, your team is invited by the Tour organizers.
And your team decides who gets to race.
The Tour invites 21 teams of 9 riders each (189 starters).
All but 3 of those teams are what's known as "ProTour" teams, or the highest class of teams in pro cycling.
The last 3 teams are "wild card" selected by the Tour organizers, usually including a couple of French teams and one non-French team based on good performances during the spring.
So, first you should try and get a pro contract with a ProTour team, then distinguish yourself by doing well in long stage races and have an excellent spring season, then you're in.

Basically you need to be on a team that is invited to participate. Cycling is not an individual sport at the Tour de France level it is a team sport.
The youngest person in the tour this year is 21. I believe that 19 year olds have participated in the past.
If you are interested in the sport; try to find a local team or local races.

You can't. Not just anyone can enter. First you have to be a wicked fast rider, they average 25-28 mph over a 5 hour stage. And do it almost every day for 3 weeks. Then you have to be a member of one of the 21 pro teams invited to attend. Even then, you have to be selected by the team director as 1 of 9 riders of a 30+ man roster.
