Though no one would argue its good to have, I want to have the option of turning them on and off manually. There are instances you do NOT want them on automatically. first instance the other day I went to a motor drive inn. I was driving around with the darn light on. Please do NOt tell me to go to the dealer, I know they know how to do it. Any one know how to disengage the unit that makes them go on at dusk and dawn??? Thank you!

You are describing two different systems. "Day Time Running Lights" (DRLs) stay on all the time not just as dusk or dawn. There is a separate system that turns on the regular headlights when it detects darkness. There is a sensor on top of the dashboard that controls the dawn/dusk lights.

Typically the DRLs run at partial brightness by using a large energy dissipation resistor connected in series with the headlights when running in DRL mode. This is usually a rectangular object under the hood with a screen around it to keep hands away because it can get hot. On my Lexus it had a picture of a hand with a circle and slash warning not to touch it. Once I unplugged it (after the car had been off for a while to make sure it was cool), the DRLs never came back on again.

If you want to do more research about disabling your DRLs you can start here:
