he is a terrible president but not the worst ever. Andrew Johnson, Warren G. Harding and Richard Nixon would have to ranked worse.

BTW: in response to an earlier answer, I don't understand why everyone thinks Thomas Jefferson was a great president. What did he do in office that was that great? He got lucky on the Louisiana Purchase, Napoleon basically out of the blue asked 'how much will you give me for louisiana?' so its not like Jefferson should get all the credit for that. I do think that going to war with Tripoli was a good decision but other than that his presidency, especially his second term was very subpar.

I rate Bush 2 as one of my very favorite Presidents. Even though he is constantly being maligned and sinister motives are always being put to his actions, he continues to do what he thinks is the best for the American people.
He has accomplished a lot without being dogmatic and just using a common sense approach.
He has kept the American economy strong while not being protectionist.
He has brought around North Korea by not giving in to them.
He toppled the Taliban out of Afghanistan and made the terrorists not have a country or safe haven to work out of to attack America. (9/11)
He has made mistakes. But only God is capable of not making mistakes. When you are dealing with countries and people, mistakes will always be made.
He is a leader who wants to finish what he started. That takes a tremendous amount of courage.

To be fair, most presidents are out of office for quite a bit of time before anyone with any influence really rates them to see the impact of the policies and actions. This is the way that true political, economic, and social impact can be seen - LONG TERM.

I truly beleive that if you attempt to "rate" a president before they have been out of office for at least 20 years, and usually more like 50-100, you are wasting your time.

Why is this question in this category?
Bush will go down in history as the worst President ever (so far). He has violated our national laws, disregarded our Constitution, ignored the UN Charter (to which the U.S. is a signatory) and broken rules of the Geneva Convention (to which the U.S. is also a signatory). As Commander-In-Chief, he has been responsible for the unwarranted deaths of thousands of Iraqi citizens and 3,500 U.S. soldiers all for the sake of OIL and WAR PROFITEERING. He is, by far, the most shallow, insane world leader ever since the days of Joseph Stalin, Adolph Hitler, Idi Amin and Saddam Hussein.
He, along with Cheney, Rumsfeld and all 535 members of the Republican-led Congress [which turned its back as Bush violated Constitutional law] deserve to be tried for high crimes against humanity in an international tribunal, and - if convicted - should hang just as they conveniently arranged to hang Hussein for no reason other than to satisfy the Bush family's personal vendetta.

I dunno, would you vote for Hitler...
How about a retarded Hitler?
The man chokes on pretzels and only cares about photo opportunitys..
He plays dress up with his free time.
Addicted to blow and alcohol.
He was a cheerleader in College.
The only reason he made it into the college was because his father paid his way through.
Hes related to the supposed "enemy". Hes a cleptocratic neoconservative right wing dictator who abuses his power as RESIDENT (not president) of the united states....
Its like someone dropped off someone from the special olympics... and he does book reports for the american people...like we need to know the history of salt.
Rascist, bigot, sexist...treasonous antichrist.
All he carries about is his wallet.
The twin towers, Katrina....

Bush has the same problem as Abe Lincoln when he was in office. Believe it or not this statement is about Abe Lincoln, one our greatest presidents. In 100 years GW will be right up there with him!
Accused of changing the rationale for 'his' war, and hounded for mismanaging it. Derided as an uninspiring public speaker. Belittled as an idiot. Blamed for dividing the nation. Charged with incompetence in his administration. Accused of trampling on the Constitution. Engaged in censorship and manipulation of the press. Mockingly compared with lower primates. Pressured for a key Cabinet Advisor's resignation. Of course, we're referring to Lincoln.

Hell No. My pick would be Bill Clinton, I can't think of any other U.S. president who ran the office for 8 years without being involved in any war.
Besides, Bush 2 has turned a deaf ear to bigger issues like Global Warming!

I don't know about that but I would rate this as the number one question in the last few hours that doesn't belong in this section.
