As long as it was polite and respectful, I applaud your environmental concern.
I find myself seething because of people running their hummers just so the air conditioning can be on, throwing away all their recyclables because it is "too much trouble", and burning all of their exterior lights all night long even though I know they have state of the art alarm systems. (I live in a rich and wasteful neighborhood) But I just seethe, and never really have the guts to mention it.

Actually that was pretty bad. Atleast not too long ago recycling paper was worse for the environment than making new paper. The extra amount of energy used far outweighed the benefit. Not to mention most people don't want post-comsumer recycled products so it's mostly a waste to make them since they don't get used.

While I applaud your awareness of environmental issues, I do not think it wise to push your views on others. Because you saw someone throw away some paper, doesn't mean that they aren't environmentally conscious. Maybe they rode a bike to work and use solar energy at home. You really don't know the whole picture.

Well since you only saw them do it once it really wasn't your place to say anything to them even if it was only a note. Unless you are their boss you don't have a say in telling them what to do. They'll probably just throw that note away too.
So no it was not a 'wise' action.

I mean if you care so much, why don't you go around on trash day and dig out all the paper and go recycle it yourself ? lol. Although you really believe in it, you cant make anyone be conscience of the environment, although it would be nice if more people recycled.
