The jobs I had at that age were:
picking up doggie doo from people's yards (they hate doing it, and are willing to pay!)
tutoring English to an immigrant family over the summer
walking neighbor's dogs (same ones I picked up after)
collecting mail and newspapers for neighbors who went on summer vacation
Some that I didn't do, but I've heard of other kids doing:
Visiting with an elderly person for an hour a day
weeding the garden of neighbors
Doing laundry for a neighbor
Cleaning bathrooms for a neighbor
The best way to do this, would be to make up a flyer, explaining exactly what you wrote for this question, and a list of the things you'd be willing to do, then add "or anything else like this that you want to hire me for." Make copies, then hand a couple to each of the neighbors that you know personally (like maybe you would hand them to 5 neighbors). Then ask them to hand out the second one you gave them, to another neighbor that they would trust to hire you.
When people start helping someone like you work, they feel good, and they feel "invested" in the process. They will want to know if you got work, if you were able to make money, and if anything they did was helpful. It is called "networking" and it really works.
Don't fall for any of the "work from home" scams.

If you live in a safe residential area where you know your neighbors(please be safe!!! Iknow you think your a big girl, but I don't wanna read about you getting abducted) go ask your neighbors if they need miscillaneous jobs done around their home. Such as, walking the dogs, bringing in their trash cans after trash day, weeding the flower beds, cleaning driveways or decks, vacuuming etc. This may not seem like much, depending on the jobs that I have listed you could make 3-10 dollars a house, but if you bring in, say 6 families trash cans at $2 a house that's $12 to move a few plastic trash cans. It adds up.

Have you considered pet sitting, house sitting, and plant sitting for people on vacation this summer? Some people don't like to leave their pets in kennels. My cat is very shy and I would rather keep her at home, so I hire a pet sitter who comes in twice a day and cleans the litter box and feeds my cat and plays with her a little while so she's not lonely. I pay the cat sitter fifteen dollars a day. Some cat sitters charge more than that, I think. Some charge less.
A cat sitter also needs to be able to recognize if a kitty is sick and be able to take the kitty to the vet, so if you have this sort of job, your parents need to be available at times, too.
You might also offer a dog walking service. Some people can't find the time to walk their dogs, so hire people to do it.
You can also offer your services for yard cleaning or garage cleaning. Some people will pay you for stuff like that.

When I was your age. I babysat and I detasseled corn. It was work and I got more money than I had ever before. You could offer to mow yards for money. You could advertise your babysitting services more. You could go to a summer school temp agency. I did that too and I got a job doing filing. It is where they teach you to do jobs so you can know more of what you want to do when you get out of high school.

Babysitting is probably the most popular teenage job. You should post signs on bulletin boards in your town, like at your grocery store. You may also want to try to do some yard work for neighbors or clean their homes, too. Talk to your elderly neighbors about work they need done.

I'm a 13 yr old also and i also baby sit, i don't think a 13 year old can have a job :(. well maybe make flyers saying that you babysit and other stuff you are willing to do and hand them out over the neighborhood. good luck

You are too young for a regular job by law.
Knock on doors in your neighborhood offering to babysit or even mow lawns. Get the word out.

When I was 13, I babysat, but I also had a good business doing small chores and errands for a couple of elderly neighbors. Maybe you could make up a couple of fliers and take them to some of your elderly neighbors' homes. Of course, clear this with your parents! Good luck! :)
