An overhead gas-powered unit heater with a built in fan is the most practical way. It can have a thermostat to maintain a specific temperature and you can install several to keep the room uniformly heated. The electric heater version is also convenient but the electric bills will kill you.

Gas or electric powered infrared heaters will not need a fan and so will be dead-quiet but may not be realistic for such a large area.

I dont know what the electrical rates are there but personaly I would go with a heat pump type a/c. Its quiet, clean and very efficient models are available.If you live where sustained thirty degree and below temps are the norm,seek another option,gas or oil heat and a window a/c for summer.
