I once had a job where the company was backlogged with service work. Instead of hiring more servicemen to catch up on the backlog, the company hired more supervisors. Then there were several supervisors telling us what to do--pulling us off jobs before they were completed, to go to another job, only to be pulled off the next job before it was completed and sent to yet another job. These higher priced supervisors did not actually increase production, just spread the workers out thinner.

This is an example of too many chiefs (supervisors) and not enough Indians (workers).

Literally it means they have all chiefs and not enough people to fight the battles.

The term originated during Indian wars in USA, they will have lots of commander standing on the top of the hill (referring to Indian chiefs) and giving out the orders to the subordinates, but there were very few or not enough subordinate (Indian fighters)to follow the orders, and fight.

It means, too many leaders and not enough followers. Typically said when everyone involved wants to run the show, but no one wants to do the actual work.
