Some people are not religious and therefore do not hold those beliefs and not all religions forbid it. I am Pagan and in Paganism (safe) sex is not forbidden nor is premarital sex looked down upon as an evil act or "sin."
It's all up to personal belief and individual choice. While I do not agree with children having sex I believe some do it out of peer pressure, misguided information, curiosity etc. I also believe that SOME parents make the mistake of leaving sex education up to the schools. It is not the sole responsibility of a teacher to inflict those kind of morals and self respect upon a child but the child's parents need to reinforce those as well.
I'm not saying that a child whose parents have taught them about sex will not go out and have it as some have. Children are just not wise enough to see the risks. They can not see the potential harm. They think it's a "fun" and "cool" thing to do because their friends are doing it they think it's okay. Play time for children has definitely changed.
Sex is not bad or wrong to everyone, meaning consensual adults. That is why they do it and they should not be looked down upon for having those beliefs as long as they practice safe and responsible sex just as someone who chooses to wait because of their beliefs should not be disrespected for that.

Because in the society we live in, it seems okay. There are people who say they are "religious" but still partake in this activity. I can't honesty tell you why children have sex. Perhaps it's because they are bored, it's what they constantly see on television. Parents are partly to blame for this because they may not allow it but they are certainly not doing everything they can to stop it. When I was growing up I was not allowed to be with a guy unsupervised. When I started dating, I was honestly too afraid of getting pregnant to even think about sex. Not that my parents instilled this fear in me but I knew the consequences of my actions. Life as I knew it would be over. Children don't understand that once you have a baby, that baby is the most important thing in the world and unlike a pet you can't just put extra food and water down for it and go away for the weekend.

Its human nature Tota, plain and simple. Humans are born wid this revolting attitude...we always tend to do things which are said to be forbidden ........
Take the simple example of smoking.....Every smoker knows that smoking is bad 4 health and causes serious problems....but do we listen.....
The same is with SEX.....u cannot help it...its human nature....
We can control ourselves but the urge always remains...
By the way...dont worry......Sex unlike Cigarette is good for health...

People should only have sex with someone if they really care about them and the other person cares and respects them back. I don't think you have to be married to have sex but you should be old enough to know what you're doing and to understand the consequences (if any). Saying this I think you need to be over 18.

You're wrong. Sex is not forbidden. It is vital for new life. The prophet Mohammad(swt) only forbid sex before marriage. Saving yourself for your husband/wife is the holy thing to do.

Good question... I don't know the exact answer, but here's a guess..
I think that the more you tell people not to do it, the more they want to do it.. Reverse Psychology. I think that humans' are most vunerable to sexual activities, so thus are tempted to do it. Resisting temptation is the hardest thing to do... Do'able but difficult..
