i can only speak for the US military, but the answer is quite simply the lowest ranking officer.
the other posters are correct in experience mattering, but in pure terms of UCMJ and other such protocol, the commissioned officer outranks the senior enlisted.
there will be times when positional authority may in fact let lower ranking military personnel have authority over higher ranking personnel.
the lowest ranking officer in question may in fact have many years of service as prior enlisted, so the know nothing new officer scenario might not always be the case.
we will not get into command, where rank gets trumped by designator/branch/position/etc.
in pure terms of non-situational, regular vanilla interaction, the 22 year old butterbar will outrank the 45 year old E-9.

The lowest rank officer is higher than the highest enlisted. That includes a salute and a "sir" or "ma'am". But if the junior officers know what's good for them, they'll listen to the advice of the senior enlisted under their command.

The Officer ALWAYS outranks even the most senior E9 or E10 in the Military,even though the Enlisted person probably has 25+ years of experience on the O1.

the lowest rank officer is higher in rank, but the 22yr old whom just graduated and became a 2nd Lieutenant should follow the advice of the 40yr old Sargent Major whom worked his whole life to get there and earned respect.

It all depends....
Officially, a 2nd Lt in the AF outranks a CMSgt.
HOWEVER.... a good Lt will always take the advice of his ranking SNCOs and do as they recommend! It's how they learn.
Hubby had one Lt who decided he knew more about Aircraft Mnt. than hubby. So, hubby sent him to Chief. Lt made the mistake of telling Chief that he was the officer so his way went! So, after a "discussion" with the commander, the Lt came back with his tail between his legs and with orders to take his orders from hubby and the Chief!
